Most sites use standard ftp to upload files. Check you are using the correct protocol.

Is your software firewall blocking access?

You have have a built in ftp client in windows. From a dos prompt type ftp to start. Type open and the name of your site or address specified by your isp. If ok should prompt you for userid/password.

You don't have to forward any ports for a ftp connection,
I suppose its a problem on you side with wrong info
Can you give me your hosting info so I can collect a little bit more information for you?

Try to connect to the FTP Server through the browser aswell,
For ex, if your host's Ip is 10.10.10.10 type: ftp://10.10.10.10/ and login, see if you can get access

Hello.

I Dont know, why peoples are speaking website problems in here, but anyway.

If I Can select FTP Client, I Will Select File Zilla FTP Client. Usually when I M connected, my port is 21, or I Leave port place to blank, for auto detect. Your Web Hosting company should give you user name, and password for FTP Connections, and for Web Hosting Site Basic Features. It can be bad connection, or your firewall NAT is trying to block connections to that port. Some Web Hosting Services may have already FTP Client, what you can use. It can be only harder to use.

Sincerely: Mikael.

Yes you can but you won't be able to host it, you can hire another host and manage everything with all of your ports closed.
